Sustainable development is a new development concept and development strategy to ensure social and economic development capacity with a long-term sustainability,is a reflection and rational choice when there appears conflict between socio-economic growth of modern industry of traditional development model and the environment, resources, population. The achievement of sustainable development which is the common choice of all countries in the world is also a long-term system engineering.The issues of sustainable development of resource-based urban population, resources, environment, economic and ecological systems are seriously, and its sustainable development is an important part of the strategy for Chinese sustainable development.The text, on the basis of the collection, collation and summary of the status of theoretical development of sustainable development at home and abroad, outlines foundation and ideological substance of the resource-based urban theory and the theory of sustainable development, analyzes of factors affecting sustainable development of resource-based urban, points out the urgency of sustainable development in Fu Xin city and the major problem in its process of sustainable development. According to the basic situation of the city of Fuxin City, the text based on the theory of sustainable development, builds a comprehensive evaluation index system of sustainable development, evaluates level of sustainable development in Fuxin City using analytic hierarchy process method combined with a comprehensive index evaluation method, and at last the text gives several countermeasures and proposals about the achievement of sustainable development in Fuxin city.
