In the current information society, as the rapid growth of the information, the evaluation and decision making come to be the important part of the transaction process. A good evaluation and decision making system can provide an intuitive, objective, scientific decision making information for people. It can also help people deal with the complicated data, or even replace people to make decisions.Although the researches based on the classical multi-attribute decision making theories and methods have been made by many people. It can't solve the problems of multi-attribute decision making process totally in the practical life. For example, the classical multiple attribute decision making theories can't solve the problems of the fuzzy multi-attribute, and fuzzy multi-attribute decision making theories have some drawbacks. These issues affect people on making decisions for the objective transaction, even making the wrong decision.For the issues of the multi-attribute decision making, there is a new evaluation and decision making model based on the fuzzy partial ordering relation presented in this paper. First, the fuzzy attributes will be converted to the quantitative ones; then the minimal cognizable set of the attributes can be extract for the attribute reduction; the fuzzy partial ordering matrix will be built for the partial ordering relation between any two projects; in order to get the ordered relation of all projects, the evaluation of every project should be computed; at last, the projects will be sort by its evaluation. From the process, the decision making result can be get.The new evaluation and decision making model based on the fuzzy partial ordering relation can be applied into many fields, providing people with fast and intuitive decision-making information, and making people's life more convenient. Because of this, it has great commercial value. The main contributions of this dissertation are as follows:(1) Proposing the new evaluation and decision making model based on the fuzzy partial ordering relation by analyzing the problems of the issues of the multi-attribute decision making.(2) Solving the problem of fuzzy attributes which can't be disposed by the simple weighted decision making model, and the efficiency problem of the fuzzy multi-attribute decision making model.(3) Applying the new evaluation and decision making model based on the fuzzy partial ordering relation to the data analysis system in the Central Geological Prospecting Fund remote operation control system platform. The system has the follow functions: the conversion of the fuzzy attributes; attribute reduction; building the fuzzy partial ordering matrix; information fusion, etc.(4) Testing the system. The test proves the exactitude of the system's process. It also proves the advantage of the new evaluation and decision making model based on the fuzzy partial ordering relation in efficiency by comparing the efficiency between the new model and fuzzy multi-attribute decision making model.
