Study On Performance Evaluation Of Technology Innovation Of The Three Northeastern Provinces

With the development of economic globalization and the advent of knowledge economy, innovative capability has become a key factor of economic growth. As the embodiment of National Innovation Capacity on regional level, Regional Innovation Capacity determines competitiveness of the region. The performance evaluation of Regional Technology Innovation should be made objectively for policymaking.First, this paper reviews theories on Technology Innovation, and briefly analyzes major models for evaluating Technology Innovative Performance. On the basis of the above work, DEA/AR model is chosen to evaluate the technology innovation performance of the three northeastern provinces, because it has many advantages such as capability of multi-index evaluations and limiting weights, and no need for specifying functions in advance.Second, this paper makes an aggregate analysis of input and output data and computes DEA/AR performance scores of the regional technology innovation system of the three northeastern provinces from 1997 to 2007.The analytic results show that the three northeastern provinces has strong technology innovation ability, rich human resources in science and technology and good industrial development level. The aggregate input and output and performance scores of Technology Innovation of it exceed middle levels. However, the Technology Innovation Performance has declined since several years ago because of the rigid economic system and isolated resources. A low market transformation rate of innovative achievements is also a reason for lower performance scores. At last, based on the above analysis, measures are put forward to improve the technology innovative performance of the three northeastern provinces from five aspects, i.e. development private technology corporations, exploration multiple financing methods, promotion of corporations, universities and research institutes'cooperation, enhancement of policies on human resources management, and promotion of cooperation of the three northeastern provinces both internally and externally.
