In new economy times, human resource is key to competition advantage and value creation of corporations. Facing the more and more intense competition, coal enterprises want to know the effectiveness of HRM, and find the problems to improve. Within the methods of evaluating HRM, the costs of human resource management index are low, but the results' value is high. So, human resource management index is chosen to evaluate HRM in coal mine enterprises.The medium and large scale nationalized coal mine enterprises are selected as the object of this study. This paper designs the HRMI questionnaire of coal enterprises.Based on the data getting from the experts consultation and relevant literatures, this paper develops an initial questionnaire and gathers data. With the help of the software SPSS 17.0, the exploratory factor analysis is taken to get the formal questionnaire and the six dimensionalities of HRM: appraisal and compensation, communication and cooperation, management participation, career development, interpersonal relationship, recruitment and selection.Then this paper establishes the HRMI model in coal enterprises.With the help of the software AMOS 17.0, structural equation model is taken to analyze. After the model specification, model fitting, model assessment and model modification, the HRMI model is established, including path coefficients of the six dimensionalities and loading coefficients of the questions. The mean values of the 207 samples are used as the reference values of the HRMI model.Finally, the HRMI model in coal enterprises is used in Xuchang mine. After getting data by questionnaire survey, the scores of the HRMI and its dimensionalities can be calculated and compared with the reference values. Then the problems of HRM in Xuchang mine are find out and some suggestions are given.This paper establishes HRMI model based on the features of human resource in coal enterprises, enriches the research results of HRM evaluation, and provides tools of HRM evaluation for coal enterprises.
