Human can acquire huge wealth through marine fishing and coastal development, but the excessive exploration reduces the marine ecosystems services now and in the future[1].The sea is no longer a natural bodies of water.Marine social ecosystem is a system with multi-scale and multi-element which were interacting and inter-affecting with each other,including culture,economy,science and technology,ecology,etc..It gives a perspective on the interaction of humans and nature, that is the integration of marine ecosystem and human society.The continuation and prosperity of human depends on a healthy ocean.We urgently need a way to help us diagnose the health of the ocean, to provide scientific and rational guide to ocean development and utilization. Through our efforts to maintain a healthy marine ecosystem,to ensure that the ocean can be sustainable to provide the service for prosperity and development of mankind and to achieve the harmonious development of human and marine ecosystems.Conservation International(CI)put forward a comprehensive index to evaluate the overall situation of marine ecosystem,rely on the cooperation of many institutions through analyzing the existing hundreds of various types of indicators.Ocean health index( OHI) is a comprehensive indicator of assessing the ocean’s ability and sustainability of providing human well-beings.It regards human and nature as part of health systems with interdependence and intercoordination. It uses data collected from all over the world to assess and monitor ocean health comprehensively from ten aspects widely recognized(Food provision、Artisanal opportunities、Natural products、Carbon storage、Coastal protection、Coastal livelihoods and economies、Tourism and recreation、Sense of place、Clean waters、Biodiversity).Based on evaluation methods of OHI, according to the actual situation and data acquisition of China,this article built an evaluation method system of OHI for China,and expounded the overall model and ten goals models of OHI-China in detail.The NP and CP models used OHI model, the rest, such as FP,AO,CS,CLE,TR,SP,CW and BD models, were modified and rebuilt.We apply the built evaluation method of ocean health to provincial and municipal ocean watersfor case study.This paper chose Zhejiang province and Wenzhou as two examples with different scales to carried out OHI- China evaluation.The main results were as follows:(1)The results showed that the score of OHI-Zhejiang was 55.3 points,the scores of the ten goals were between 19.3~90.1. The scores of AO、TR and CW were relatively high,which showed that situations of these aspects are better in Zhejiang province.The scores of FP、SP、CS and CP were low,which showed that the four aspects in Zhejiang province are more serious.(2)The results showed that the score of OHI-Wenzhou was 50.01 points,the scores of the ten goals were between 17.90~91.95. The scores of AO and CW were relatively high. The scores of NP and TR were low which showed that the two aspects in Wenzhou were more serious.(3)Two different scales of case study showed that the results of the improved model of OHI-China was in accordance with actual situation of China.But it suggested that index weight of ten goals should be calculated separately by their different influence degrees to the ocean health.This paper solved two key questions :(1)constructed evaluation method of OHI-China model based on OHI,and 8 models(FP,AO, CS,CLE,TR,SP, CW and BD) was improved;(2) proposed the methods for determining the index weight of the ten goals.Innovation point of this paper:It is the first time to carry out evaluation for provincial and municipal area scale by evaluation method of OHI-China.
