Industrial Cluster is a significant economic phenomenon of contemporary world. The external economic effect, business cost saving effect, the local brand effect, the communication and innovation effect of an industrial cluster are always superior to a single region. Therefore, industrial clusters rooted in a special nation and region, in the increasingly world economic competition of technology and knowledge advancement, are important to the local economic development and national competitive competence, and the regional economic policies on industrial clusters are more and more important. Currently, civil researches on industrial clusters are developed rapidly. Most of the researches are out of focus on competitiveness. So it is essential to establish a suitable index evaluation system which the policies are based on because the evaluation and analysis of industrial clusters'competitiveness are basically required to set down the policies on the development of industrial clusters.1. The theory of an industrial cluster's competitiveness(1) The theory of industrial clusterAn industrial cluster is a stable and continuous predominant binder of special industrial enterprises in a special region. The members of a industrial clusters include parts suppliers, channels and customers, mutual products manufacturers, collaborated enterprises in other industries that take on correlated skills, technologies, governmental or nongovernmental organizations that provide training, education, information, research and technical support such as universities, quality standard institution and trade association.Industrial clusters are industrial, local and congregated.
