| From the middle period of 20th century, the appearance and development of urban agglomerations has been an important urbanization trend all over the world. At present, urban agglomeration has become the basic form of space organization about regional economic development in our country during the new period. However, the formation and development of urban agglomerations is a long and evolutive process. And through the development and evolvement, it comes to mature. Judging from the circumstances in our country, the development of urban agglomerations can not be statuesque. Urban agglomeration spatial conformity is propitious to accelerate the available collocation of the regional resource,achieve"mutual win"for the urban agglomeration and advance the holistic competition power, so it has become the magnitude strategic issue, which must be solved during the urbanization course in our country.Nowadays, central Henan urban agglomeration which takes Zhengzhou as the center, including Luoyang,Kaifeng,etc nine cities has become the most powerful area in Henan province. But the consciousness of division and collaboration during the cities is not strong, and the administrative economy still exists, all of these have been restricting the development of this area. The government has called for the nine city"to integrate the scale structure,form rational city system and gradually come into being an integer to share resource,organize the industry,establish entironment together,and develop in harmony". This has been performed in some cities, but, compared with the demand of the development of central Henan urban agglomeration, there still be bigger disparities in the cognition of every city, and what is worse is the practice. At present, central Henan urban agglomeration is still a planning urban agglomeration and not a real one.
