Research On The Ecological Emigration In Desert Area

Ecological emigration has tremendous significance for the economy and society of Huqu of Minqin. It is important policy and project to protect eco-environment, a course of urbanization of the population in poverty-stricken areas, a course of transforming the life style and the production, a course of restructuring local industrial structure and developing economy. Ecological emigration should be taken as a new mode and outlet to carry out the urbanization of Huqu and the entire area of Shiyang River, even all areas that are under desertlization. With a scientific survey and study, the project of ecological emigration shows feasibility. Its implementation will greatly strengthen the economic development tempo, which has a far-reaching historic significance to promote the sustainable development and carry out the developing strategy of the west region.The thesis works out a feasible mode of emigration by applying the PRA after investigating the policy, effect, current situation and the related notion of the local people, and comparing the government-organizing mode and self-organizing mode of ecological emigration.As a policy, ecological emigration is widely applied to the practice of eco-environmental protection and construction. As to its ecological and social effects, valuable experience, risks and deficiency, a scientific method should be deployed to explore their answers. With regard to ecological emigration, this thesis mainly concentrates on analyzing its reason, situation, effect, existing problems and their solutions.Chapter One is the introduction. It introduces the study background, significance, foundation, technological methods, etc. The relationship between the study background, significance and environment and ecological emigration is discussed as well. At last, the main methods of the thesis, questionnaires and semi-structured interviews are put forward.Chapter Two profiles the theory adopted by this thesis. It includes an introduction to the concept of ecological emigration, its study situation, practical development at home and abroad and formation mechanism, which lays a theoretical foundation for laterdiscussion.Chapter Three outlines the Ecological Background of Huqu of Minqin, its current situation of ecological background and its existing problems. Due to a combination of natural and anthropogenic causes, the fragile eco-environment becomes deteriorating with rapid speed. Therefore, the harness of ecological problem and ecological emigration in Huqu are necessary and pressing, whose ecological emigration takes on a representative quality.Chapter Four is the body of this thesis. First, based on investigating results, the government-organizing mode and self-organizing mode of ecological emigration at Huqu of Minqin are analyzed. The advantages and disadvantages of the two modes are comprehensively evaluated after discussing their cost, stability (the living level, intention and rate of returning), the satisfactory degree and effective influence on the area that complements ecological emigration.Chapter Five comes to the conclusion as well as the future of ecological emigration. It concludes that in the implementing process of ecological emigration at Huqu of Minqin, the self-organizing mode should be promoted because the government-organizing mode need further improving, and the method in the case enterprises undertake the work of emigration need exploring as well.
