In administration of enterprise business, any targets of enterprises are realized througha series of human activities. Therefore, it is an everlasting topic in development andadministration of manpower to mobilize human positivity. It is of primary importanceas how to induce, excite and control human activities in application of managingmeasures.By scientific and exciting means and performance evaluation systems to effectivelydevelop human power, and scientific organization and configuration to form aninner-united playing team, it is a long term and reliable rapid way in enterprisehealthy management.Acrylonitrile Factory as a leading manufacturer of its kind in China nowadays, it hasbeen working as an independent factory for only five years, during which period itstarting from four plants to present eight plants has become a supporting enterprise ofJilin Chemical Group Company with its main production target income and profitsincreased together with incomes of employees in running years. With reference to thequality of employees who are playing vital role in operation and administration offactory, they are no longer able to acclimatize themselves to knowledge competitionand rapid development of enterprise growing. Acrylonitrile Factory finally facing thechallenge of market competition, in addition to reasonable organization and uniqueand peculiar management, it has to respond actively to enacting scientific humansystems in terms of modern administration to support its market strategy. Therefore, itis necessary to innovate human power management, form the pattern of human powermanagement, and make sure of increment of human power management, so as tomaintain the enterprise driving impetus and competition in market.In this connection, Acrylonitrile Factory has to pay great attention to the system ofperformance evaluation and its establishment.This study is on design and research of factory modern human power administration,based on the basic theory of the system of modern human power administration andperformance evaluation.
