In recent years, with the economy developing rapidly, the development of technological capability through technology transfer is restricted by the limited core technology in most enterprise in our country. How to grasp the core technology is a matter of urgency under present conditions. In various technology strategies, choosing the strategy of technology transfer is a better solution to developing technological capability. But most enterprises can't convert the core technology in technology transfer nowadays. Actually, the core technology in technology transfer is tacit knowledge relatively for the technology receiver. So, to avoid lagging behind in core technology, our country faces the pressure of developing core technology.From the view of knowledge management, the essay puts forward the model of tacit knowledge converting in technology transfer based the chain model of technology transfer by S.Kline and N.Rosenberg in 1986 and the model of knowledge converting by Nonaka I in 1991. In this model, the paper tries to mine, capture, divide and codify the tacit knowledge in technology transfer, and concludes that the tacit knowledge converting in the process of technology innovation plays a key role to the raising effect of technology transfer. Then the paper analyses the barrier and countermeasure of tacit knowledge converting in technology transfer from the view of character of tacit knowledge, the ways of technology transfer, the provider and receiver. Through the research on the barrier and countermeasure of tacit knowledge converting in technology transfer about our country's enterprises, it is benefit to the breaking through of core technology, to raise core technology and enterprise competitiveness.Study the history of enterprises, we found that there are exactly some enterprises breaking through core technology successfully such as Qirui, Dalian sanyang, etc. and they all completed the breaking through of core technology and developing technological capabilities through technological transfer. Under the present situations, in this article some researches are done about tacit knowledge converting mode in technology transfer, and these can not only develop the technology capability, theory but also give directions to government and enterprises.
