Currently, China's telecommunications market is increasingly competitive. Flexible and comprehensive business support system has become a powerful competitive tool for the telecommunication carriers. Billing system as a core component of the telecom business support systems has more powerful features and performance for the carriers to introduce new tariffs, new products and a variety of services bundled with the combination of marketing and provide strong support. Acquisition of China Unicom CDMA mobile network marked China Telecom becaming an entire business carrier. In the whole business operation support system, real-time converged billing support is the most central issue.In the mobile business environment, China Telecom is faced with high-risk business problems, increased high-risk users and real-time control capability shortage. Because of the attribution authentication service advantage in eliminating the bad debt arrears time window, the Online charging system has the unique advantage. OCS is an important competitive advantage for China Telecom to meet the competition in the 3G world.This paper is focused on the definition and characteristics of OCS. First, the paper analyzed the design and architecture of online charging system. Secondly, the paper designed the functions of OCS, including system operations, billing functions and the position of OCS. Next, this paper designed the functional modules and interface of OCS in detail. Finally, the paper did the forecast for OCS system and quantitative analysis of the model.This paper, the design and analysis of the OCS system has high reliability, scalability, and good economic output. It will help carrier to occupy a good position in the future market competition.
