As a new wireless networking technology, the wireless mesh network (WMN) has been a research hotspot recently because of its unique advantages of mesh topology, which has higher reliability, throughput, scalability and lower interference than traditional WLAN and Mobile Ad-hoc Networks (MANET).Armed Police Mesh Network (APMN) is a command communication network designed based on the conventional WMN for the requirements of duty, training and handling with emergencies. When being researched and designed, the APWN has several key problems to be solved, which are different from those in WLAN and MANET. The solutions of these problems are valuable for developing APWN in both theory and practice.Network congestion problem has been the focus of network researching. IEEE 802.11s draft discusses WMN congestion control as an important issue. However, the draft only gives the basic thoughts of congestion control rather than specific operational methods or steps. According to the basic ideas of the congestion control of the draft, the mechanism is implemented and the performance of the congestion control strategy is analysed by NS2, the network simulation tool. Then, based on the IEEE 802.11s draft, this thesis proposes the APMNCC-I congestion control strategy to improve the congestion detection method in the draft. This strategy do not distinguish congestion levels and is prone to waste resources, APMNCC-II is put forward to optimize the congestion control. Finally, aiming at the case of the network with high load, an adaptive rate control mechanism is proposed based on the AIMD principle of the TCP protocol. APMNCC-II congestion control strategy with this mechanism can make the balance between the effectiveness of the congestion control and the justice among applications with different priorities. Simulation results demonstrate the advantages of the congestion control strategy.
