Army information construction is the strategic goal for the PLA made in the 16th national congress of CPC. The construction of military command automation is an important foundation to dominate the information-based war. It is also a principal project of the military informational construction. In order to enable frontier defense to transmit messages quickly and accurately in dealing with gusty event and anti-terrorism tasks, monitor on-the-spot (target) situation, then adopt scientific and effective command and dispatch plan to improve command efficiency and fulfill the holy mission of making frontier safe and steady, the paper researches and designs the informationalized command and dispatch system for frontier defense, including on-the-spot perception, information transmission, command decision and monitoring in the whole course. The system uses some kinds of advanced techniques, incoluding GPS, GIS, GPRS, database, communication, and compter network, which makes on-the-spot information,force taking part in the war, command system, weapon equipped combined fully to form a comprehensive disposal capacity.This thesis discrabes the design of the command center of the informationalized command and dispatch system for frontier defense based on the GPRS with the research of procedure of tactics command affair frontier defense information. This thesis bring forward the idea of making GPRS became the communicate roof of frontier defense system. Analyse the requirement of the system and the frame of the system and the function needed to complete. The thesis designs the collectivity frame.Analyse the composition, ability and the key technology of command center. The thesis mostly expatiate the data traffic based on the GPRS, audio frequenty and video frequenty transmission based on the MPEG-4 and GPRS. The software design of GIS function based on the MapX and built the Data-base,finality the thesis develops the interface of the command center.The result of experiment proves that the functions of the command center are realized. The interface is amity and easily operated, according with the requirement of the system. The successful application of the system will enhance further the consciousness, initiativeness, predictiveness and scientificalness of work in frontier defense. It has a realistic and profound and lasting signficance to advance information contruction, fulfill the mission of maintaining State safety and keep social steady, harmony and continued development in frontier defense.
