In this paper, it is the goal to solve the practical problems of system should be updated with the ITU-R M.493, ITU-R M.541 revised ,equipment is aging and application software behind in Global Distress Safety System Digital Selective Calling System in Tianjin Coast Radio Station. Under the guidance of the concept of virtual coast radio station, By remote control module, authentication module, message transmission module, voice transmission was designed in four modules of the system. Remote control module is to achieve complete remote control terminal, the network can be achieved on the radio remote control. Authentication module is to complete the user information management operations, mainly for logged-in user authentication, and extract user login information, store the user's operating status. System administrators can manage the operation of the user information. Messages transmission module is that DSC /NBDP messages are received and processed. Complete real-time voice transmission module to transmit voice. The computer network technology such as VOIP, TCP/IP protocols, VPN, QoS, serial communications is used in the development of domestic Global Distress Safety System Digital Selective Calling System in Tianjin Coast Radio Station, under the guidance of the framework, interface, design ideas, train of thought of the virtual coast radio station. How to set up shore-based communication networks were discussed in order to make the coast of GMDSS radio system network of our country is easier to implement, easy to carry out a unified and coordinated search and rescue command.
