With regard to rumor, it has a long history. It is the oldest media in the world. With the rapid development of internet, more and more scholars pay attention to network rumor. Alien from a single network rumor, the object we discussed in this paper is the network rumor which arises from emergency. Then, how it is spread? What are their roles that they play in information dissemination chain? How to control its negative influence? This paper is trying to give some discussion of these questions above. This paper consists of six parts:In chapter one, based on the summary of related research achievements at home and abroad, we discuss the studying object and method.In chapter two, proceeding from carding basic concepts of rumor and network rumor, we reveal that, network rumor is not a new thing; it is a new form resulting from the swift development of internet. Then some of the features of network rumor are discussed.Chapter three focus on illustrating how a network rumor spread. According to the definition and classification of emergency, we choose four types of emergencies to analyze, and then a four-step model is proposed. That is, Incubation-Outbreak-Variants-Decline.Chapter four and five can be seen as a whole. Chapter four discusses the roles of government, media and masses respectively, when they facing the network rumor that arise from emergency. Chapter five is an extension of the previous chapter. One of the reasons for the negative influence of network rumor is that, the three parties that have mentioned before are not clear about their roles. In the basis of these, this paper proceeds with government, media and masses separately, and brings forward means and case on how to control it.Chapter Six reviews the chapters that have discussed before, and proposes prospects for its future development.
