The rapid development of the Internet provides people with wide variety of rich information, but facing with such mass information, the users can be said"mingled hope and fear". On the one hand, users can enjoy the convenience and fast heartily brought by the Internet, expect to obtain all kinds of information they want. On the other hand, with the surge increasing of information on the Internet, it is not easy to obtain the information they really need quickly and accurately. Information Retrieval System as component part of Internet Information Platform has become an indispensable tool in the process of users obtaining information. However, with the improvement of users'needs, the traditional Information Retrieval Mode is gradually expose many problems, leading users to find resources which are accurately related to their demanding timely difficultly, and it is difficult to achieve semantic sharing of information resources. The main reason for the problem is the lack of a unified semantic description of information resources, and the traditional Information Retrieval is mostly keyword-based syntax of mechanical match, this method can not analyzes and expands the search keywords entered by users, thus affecting the final search results.Aiming at the problems above, the paper referred the idea that applying ontology to Information Retrieval on the basis of analyzing the background, the current research situation both at home and abroad of the Information Retrieval first, as well as the relevant theory of Ontology and Information Retrieval. Second, analyzed and researched relevant key technologies and tools involved in Semantic Retrieval System in-depth,which these key technologies include: domain ontology building, information resources collection, information resources semantic annotation and semantic reasoning, and laid a good Technical foundation for smooth implementation of Retrieval System. Then, combined with the theories and technologies proposed above, designed a framework for Semantic Retrieval System Model Structure and expanded the model's implementation process and function of the important components modules. Finally, the paper described in detail the system's implementation process, including the building of domain ontology ,definition of reasoning rules, information resources collection, semantic annotation and part of the core code , developed and achieved the Semantic Retrieval experimental System by means of Jena API, the system achieved ontology-based reasoning expansion retrieval successfully in accordance with defined reasoning rules. Thus to a certain extent, solved the problem of lack of semantic information in traditional Information Retrieval and meet the users'need of semantic retrieval. Verified the feasibility of the ontology-based semantic search idea through experiment,the system's implementation process has popularity,has important reference value to the realization of other domain ontology-based semantic retrieval system and supplied reference to the real applications of the Semantic Retrieval System.
