The Tactical Internet is implemented by wireless networks of different frequency bands. In the Tactical Internet, any points can communicate with each other within a wide range.According to the OSI reference model,this article designs and implements the Tactical Internet gateway protocol in the Specification and Description Language. The software simulation platform-Network Simulator is designed in order to test the function of gateway nodes easily. The network simulator mainly simulates the radio and the exchange characteristics of the wireless environment, which simplifies the complexity of the test, and brings a great of convenience.Since each node is in several different subnets, respectively, it may participate in several subnets'communication at the same time, which makes the transition from the source node to the destination node several paths of different subnets. The dispose of communication traffic of a node affects the network performance greatly. By introducing the equilibrium theory, this article analyses the distribution of communication traffic among different subnets and provides an effective flow distribution measure.
