| Objectives:In order to understand the problems existing in novelty search service of Shandong and study the countermeasures, this paper reviewed the developing course of novelty search and investigated current situation in Shandong province.Methods:This paper used many research methods such as documentary data method, questionnaire method, mathematical and statistic method. The research regarded the novelty search institutes and personnel as respondents, and the content investigated mainly included the literature resource, the personnel organization, business development, system construction, the personnel opinions to novelty search etc. We employed SPSS16.0 to analyze the data. According to the results and binding novelty search practice, we analyzed the problems existing in novelty search service and brought forward several suggestions.Main Results:1. Literature resource:The literature resource is abundant in novelty search institutes of university system, but poor in intelligence system. The main resources in majority of comprehensive institute are www.sdsti.cn, and 11 institutes lack foreign databases; 2. Personnel organization:As a whole, the structure of professional title is rational, but 7 institutes lack novelty searcher of advanced title. Personnel having the experience in undergraduate education, postgraduate education and junior college account for about 61.9%,29.5% and 8.6% separately.53.3% of the investigated personnel engaged in novelty search less than 5 years, and 92.6% of the personnel once participated the novelty search training held by related organizations; 3. Volume of novelty search business:there is a big difference between different institutes, and 11 institutes haven't launch the foreign novelty search business; 4. The situation of other business:76% of the institutes have carried out the index and citation checking service, and 56% of the institutes have launched SDI service; and at the same time, some institutes have started new businesses like intelligence analysis, lecture class, user training etc; 5. Service mode and advertisement for novelty search: 76% of institutes offer online service, and 84% of the institutes set up their own website or online page for advertisement; 6. The establishment of novelty search consultancy expert base and clients feedback system:only 56% of the institutes have consultancy expert base, while the frequency of usage is not so good for some institutes.64% of institutes have established the clients feedback system, and each will get 95 feedbacks on average.Conclusions and suggestions:1. Due to the unbalanced literature resource in different institutes, we should integrate the shared resource for fully using of information; 2. Sometimes novelty searcher would be restricted by their own profession, so novelty searchers should develop themselves to a certain specialty, doing search in their own profession. And also make clear the database resource that should be searched by different professions; 3. The task of novelty search for projects is hard and we are pressed for time, so it's difficult to guarantee the correctness of the results. So it is suggested that S&T management institutes should preliminary select the projects and make novelty search delegation; 4. Some institutes have not own consultancy expert base, so I suggest that department in charge establish a unitary consultancy expert base; 5. Pay special attention to the quality control of novelty search acceptance, literature search, report writing, and novelty search audit; 6. The novelty search institutes should strengthen the work with evaluation experts, and the stuff from S&T management institutes to make the information more sharing; 7. Department in charge should strengthen the audit of novelty search institutes, and also support the institutes set up novelty search guild. |
