Research And Development Of Unified Content Support Platform For Government Portal Based On SOA Architecture

With the development of information and e-government technology, the government portal is not only a bridge between government and society but also a window for public services. It plays more ande more important roles in enhancing communication with the public, improving quality of government services, promoting impression and popularity of government and strengthening government affairs pulic and so on.However, there are many problems in most government portals such as deficiencies in column management, page layout, content deepening which make the portals content unpractical, unavailability, inflexiblity, lack of interactivity and unable to meet the public needs timely and effectively. On the other hand, there are many "information islands" in a government departments among the agencies because of the diversity in technology, data type and management which makes the potrtals need scattered maintenance, repeat planning, and repeat construction. The "information islands" can not implement information sharing and business collaboration effectively which reduce the efficiency of government service and waste the resources in manual and material.The project builds a unified content support platform for government portal supported by SOA architecture which provides three main services including the creation management, template management, content management of websites. With the platform, government agency can integrate their information resources efficiently, construct unified standard and deploy cross-class, cross-regional, inter-department "Community portal". Using this platform, they can adjust the styles,service model and contents of web sites in various forms quickly and easily. Meantime, the platform can connect with different departments and different levels of internal organization for business collaboration and support sharing information and knowledge. The platform could not only reduce investment and maintenance cost of government websites, but also improving the government departments'service level and working efficiency, which will further push forward the communication function of the web sites between the Government and the people.This paper first introduced the developing background of platform and reviewed on research status at home and abroad. Then the related technology was introduced briefly. After that, the details of the platform, such as requirement analysis, technical framework, technical route, function design and database design were description of step by step. Finally, we proposed the realization scheme for the main model of this platform system.The designed platform of service content has already been operated successfully in prosecutorial office system of Shan Dong province. The platform had stable operation performance, and supported establishing the websites and information publishing of the provincial prosecutorate and its branches. Meanwhile, it enabled the prosecutorates to create effective collaborative relationships between departments, which all played a positive promoting role for the development of government affairs construction in provincial prosecutorate system.
