Competition among enterprises are competition of various cultures in the 21st century. On this background, as the biggest broadcasting and TV media, Shanxi Radio and Television Station has been devoting to cultural construction and constantly improving its educational system. To bring about leapfrog development, the General Broadcasting in Shanxi province needs further research on cultural construction, realistically promote cultural development and builds on the subsequent advantages to achieve its strategic goal.Firstly, this paper analyses the meaning and function of enterprise culture. Then, on the basis of understanding of culture practice of Shanxi Radio and Television Station, the paper makes a research on cultural construction status of the broadcast, identifies the main problems in cultural construction, and present overall approach and key measures of deepening of cultural construction of the General Broadcasting, they are respectively:1.To construct a framework; 2.To build a equal, active and aggressive group; 3.To work hard to promote democratic management; 4. To form a learning organization; 5. To develop the value of service for the people.
