On the background of"one station to control multiply satellites", two basic theories are introduced in the thesis,one is the Maximum Likelihood algorithm which is used in high-performance multi-target angle estimation, and the other is the goniometry of sum-difference beamforming which is popular in both multi-targets angle estimation and tracking. Based on this, a novel simplified temporal-spatial sequential Maximum Likelihood algorithm is presented in the situation of the two coherent targets to reduce the computation complexity. The two coherent targets can be distinguished when one is strong and the other is week. When the two targets with equal or nearly amplitudes, they can be classified directly by using the L+1 even array.The estimation and tracking method by array signal processing is simple and firm. And also a novel algorithm of sum-difference beamforming based on rotational invariance between two subarrays is presented. With the good performance and the low complexity of the hardware realization, the goniometry is well applied to the equipment of observing and controlling. At the end of the thesis, a system of digital multi-beam which is mainly for multi-target tracking and command transmitting is simply introduced. As an important part of the system, the signal processing platform for multi-beam transmitting are introduced in detail.
