It has been 16 years from China officially full accessing to the Internet in1994. Internet users have reached 384 million in the end of 2009. Being a new technology and new media, Internet is not only accelerating the process of economic globalization, but also landmark for the Chinese community. In addition to as a " news distribution center" of the media features, Internet also has a huge bearing function of public opinion. As the "point of view of the distribution center" as well as "voice of the people of the distribution center", Internet makes ordinary people in China have such a wide range of equality and the right to speak in the first time, and the people focus on social and public affairs to discuss the incident, and form a network public opinion, and supervise the society. The expression of public opinion and supervision by public opinion in the history of China has opened a new chapter. This paper defines the relevant concepts of Internet supervision by public opinion, carding the development process and the state of the Internet supervision by public opinion on network, and analyzing the problem of supervision by public opinion and practical significance by typical case, and to explore how to ordering the Internet supervision by public opinion.
