Public security and services are increasingly becoming the main issue of city management. To ensure public safety and services taking positive and effective ways is increasingly becoming a new challenge for government departments. At the same time, the unified collection of alarm information all over the city could help effectively and normatively analyze and process the alarms from all parts of the city.In the first place, based on the insight to the alarm receive and dispose system of the public security department at home and abroad, this essay analyzes, in the range of all over China, all-level government agencies and abroad, the research and development status of alarm dispose; in the second place, this article provides a comprehensive analysis on the conception, the application, and the software development of Computer Telephony Integration (CTI) which is the technology mainly used by police alarm receive currently. In the third part of this essay, the author carries a systematic design and development on the overall structure of the information collection system of alarm receive and each subsystems and their mutual relations. The main research achievements and the system developed have already been applied to a city's 110 command center of its Public Security Bureau.
