With the continuous development of computer technology,more and more advanced technologies are being used in the digital medical imaging field.Medical imaging technology changes with each passing day.From the initial X-ray to todays's CT,MRI and other technology,medical images become increasingly digital and diversity.More and more hospitals have gradually applied digital medical management HIS (abbreviate for Hospital Information System) and PACS (abbreviate for Picture Archiving and Communication System).Instead of searching by texts written by physicians, content based on image retrieval (CBIR) techniques have applied to the PACS system. So content based on image retrieval system has a broad application prospect.Firstly, this essay analyses the characteristics of medical images and study the application of medical retrieval techinques. Then, Content-based medical image retrieval (CBMIR) is designed to fulfill the requirements on retrieval medical images for the community hospitals. The whole system consists of five modules, feature extraction ,image retrieval based on the algorithm of Water-Filling,human-machine interface (HMI), Image Acquisition and data management. The system is programmed in JAVA .Using WEB application makes the processes of analysis and design effective and standard.The evaluation shows that the image retrieval technology meets the doctors' requirements effectively. Besides, the image data management modules meet the management requirement by implementing the functions like input,processing, storing and managing. Therefore, this system can make the medical image processing more effective for the doctors.
