The development of the petro-chemical industry has brought the serious environmental pollution, of which the fugitive VOCs emission from the refinery wastewater treatment is the main source. During the treatment, VOCs will volatilize from the wastewater which will cause the safety and health harm, even the environment pollution. In China, there is no VOCs total emission quantity in environmental impact statement of new petro-chemical industry source. It is significative and valuable to establish a model of fugitive VOCs emission estimation from the refinery wastewater treatment, which will be helpful in environmental impact statement, industry pollution report, non-pollution manufacture, environmental planning and so on.WATER9 recommended by USEPA and experienced formula are widely used in estimation of VOCs emission from refinery wastewater treatment at home and abroad. WATER9 is more accurate with much import date, while experienced formula is much easier with a set of estimation formula. But the experienced formula is not as accurate as WATER9 without enough scientific theoretical principles.This paper introduced the VOCs emission principle and its influencing factors. It is hard to establish the accurate estimation formula because of the complexity and nolinear of VOCs emission influencing factors from wastewater treatment, especially the common factors. The artificial neural network(ANN) is suitable for the VOCs emission estimation from refinery wastewater treatment because it is capable of associating in mind, summarizing, reasoning, self-studying and so on. Furthermore, it can avoid the defects mentioned above.However, the realization of BP ANN demands good command on programming which prevents the development and wide spread of ANN. MATLAB has provided a graphical user interface (GUI) in neural network tool(NNT). GUI is used in this paper to establish an estimation model for VOCs emission from wastewater treatment on the analysis of VOCs emission principle and its influencing factors. Furthermore, the model is examined by the date from some petro-chemical enterprise, which means the model is feasible.We know that the use of GUI may help to estimate the VOCs emission from refinery wastewater treatment effectively and accurately without the complicated programming, and it has practical value. To sum up, it is has high reference and guidance value in shanghai even the whole country, and it may provide the technique for the environmental planning and pollution gross control.
