With the rapid development of computer technology, its application has been extended to many fields. The use of computer-assisted hospital information management, has changed the traditional job model, and greatly improved the efficiency of work. Not only can reduce the intensity of work, but also more quickly extract information, ensure data security and reliability. Exactly, the Hospital Information System is a system that refers to the use of computer hardware and software technology, network technology and other modern means of communication, and united manages the hospital and its affiliated departments of people, logistics, financial flow, and medical activities at various stages of data generated in the collection, deposit storage, processing, extraction, transmission, aggregation. The Hospital Information System can provide a comprehensive, automated management and information systems services. The ultimate goal of Hospital information management system is a more complete system. It is a hospital-oriented management information systems and a clinical-oriented information systems. The design of system should fully exert the function of computers and networks, and design a reasonable job flow and data flow, and try to avoid duplication of data input. It need to the full realization of computer management information systems multi-level, wide coverage of modern management, and achieve "information-based hospital "requirements.The 2nd Affiliated Hospital of Harbin Medical University is a general hospital that contains medical care, teaching, research. There are an out-patient department, four in-patient departments and there are 38 clinical departments, 23 medical technology departments, 1300 beds, 26,000 views in discharged patients. Faced with such a large amount of data, how to improve work efficiency, improve medical standards, and standardize the management of hospital, in order to provide a better service to patients is a primary issue. The system of the 2nd Affiliated Hospital of Harbin Medical University covers the main management functions of the hospital and patients at hospitals in all aspect. The system combines the mind of hospital management, the department's business processes and computer technology, and forms a better system of digital hospital building. The system makes the three main information, patient information, cost information and logistics information, as a main line, and make the service for patient as a center, and make the cost accounting as a link, witch fully reflect the idea of digital hospital, optimized the hospital's work flow to meet the hospital's personalized management requirements., and Scientific configuration of medical resources, strengthening health care quality control, the effective provision of decision support. It is in accordance with the hospital's organizational structure and business processes of different departments to implement humane Analog. The structure of hospital organization realize the division the overall objective of collaboration, the scope of the duties, responsibilities and rights be divided by the formation of the structure of the system. Leaders from the harmonization of various hospital departments, including general clinics, in-patient departments, Finance Department, pharmacies and so on.System set the three main information that the patient information, cost information and logistics information as main line, which come mainly from the different departments of the hospital structure of the corresponding statistical information. So Different departments in accordance with the required mode of construction to achieve the corresponding subsystem. Patient information and cost information are the basic hospital information, and patient information is based on the general medical clinic at the core, which required by registered subsystems, workstations doctor, nurses workstations, laboratory subsystem, subsystem, such as surgery reports generated information. The cost of the general information sheet is based on price as the core, witch according to Price List Price System zoned price information and orders, such as hospital charges generated subsystem for statistical computing information. And logistics information management of the main hospital are a variety of drugs, such as equipment wear and tear of the circulation of information, of witch formation was required the subsystem data flow of library equipment, loss products, Drug Storehouse..We build the subsystem based on hospital's main business processes and working patterns of different departments, and analog the variety of job flow figure of hospital. The working processes based on the two main lines, witch are out-patient hospital business processes and in-patient business processes. So we analyze the different parts of the operational characteristics, and the required functions based on them. According to the data flow, the flow of treatment process, the entire hospital information, the system is divided into five parts: part of clinical treatment, medicines management component, cost management, integrated management part, external interface part.The paper build the system's overall architecture through analyzing the organizational structure, specific business processes and data flow model of the 2nd Affiliated Hospital of Harbin Medical University. This architecture satisfy the practicality, security, evolution, and easy to maintain properties and so on, having good ability to open and adaptive capacity in the design of system. Base on the architecture of B/S/S, the database of SQL Server and OLAP, we design the database and part of subsystems of the hospital information system, such as integration module registered charges, out-patient doctor workstation modules, ward nurses workstation modules, management modules and Drug Storehouse Price List Management Module. It satisfy the standardization of information management, business process automation requirements of treatment and simplifies the patient's medical procedures and medical staff work flow, and improve the efficiency of the hospital. The paper introduces clinics and outpatient information management function automatically classified and module implementation in detail, of witch clinic information management include managing the patient information, medical information and prescription testing information. The clinic automatic zoned price mainly implements the clinic project and price table control and input prescription information accounting for the cost of automatic functions.The design and implementation of this system has meet the requirement of initial basic design, and implement the whole process of tracking and dynamic management of information, and simplify the process of diagnosis and treatment of patients and medical staff operating flow. The use of hospital information system has saved the time of the patient on registration, medical, designated price, payment, medicine parts. Because of medical management of the medical payment system integration, variety of digital information management, making full use of the health care Doctor time. Because of saving the time of clinic, it is significantly to see that the efficiency of making, resulting in a indirect economic and social benefits has been improved.
