Emergency communication system is used in case of emergency. Emergency communication system involves a number of communications system.Emergency communications will use a variety of networks together, complement each other, mutual cooperation in order to better complete the task more complex communication. Once the communications network fails, it will cause some people to their work and life of great inconvenience, and sometimes result in social chaos, and even threaten to national security, resulting in serious consequences. Thus, it is very necessary to monitor emergency communication systems.In network monitoring system of emergency communicate system, data collection which acquiring the data of OS and application software is safe and reliable operation of the key. By the data collection of a variety of OS and application software in a variety of computer networks, to provide the necessary and accurate data sources for network fault diagnosis system. In order to go to malfunction of computer system fast and recover it in time.In this paper, the background of the emergency communication system, an analysis of the net system structure of emergency communication system based on, a distributed multi-domain model of data acquisition systems is designed. The model of data acquisition is divided into tow data acquisitions layers which are inter-domain and domain.In the inter-domain data acquisition layer, a centralized framework is used .In the region, through four different models analied and compared in distributed model, the data acquisition of OS and application software which bases on Mobile Agent technology is designed. This system has some advantages which contain distributing loads, reducing network traffic, strong robustness and fault tolerance, the unique cross-platform and transplantation and so on. Mobile Agent-based data acquisition system, In order to enhance data collection efficiency, adapt to the heterogeneous and different structures network environment, three aglets is designed to achieve real-time, efficient data collection of OS and application software. Finally, through theoretical analysis and experimental results, the data acquisition system is proved that the verification of the data acquisition system with high scalability, rapid high-performance, network resources and low occupancy rate and it can provide a reliable guarantee for the entire monitoring system.
