Frequent occurrence of disease in aquaculture has seriously affected the healthy development of Chinese aquaculture industry. Duing to difficulty to access the Web-based fish disease diagnosis system for users in rural area, a fish disease diagnosis platform was developed based on the wide coverage of mobile signal and the convenient using of short message service (SMS) in order to solve fish disease problems in countryside. It is of great significance that fish disease diagnosis expert system combining fish disease diagnosis design SMS platform to meet the needs of fish farmers on fish disease diagnosis of the Real-time requirements.(1) It is the first time that SMS platform used in fish disease diagnosis, which combined with fish disease diagnosis expert system.(2) Fish disease cases were collected which supplied by experts in Tianjin Agricultural College, choosing the common symptoms and must seen symptoms. To meet the requirements of fish diseases diagnostic accuracy, reflecting the requirements of rapid the basis of the source case base case and the case entered by the user was carried out according to the features of mobile phone and the existing knowledge on fish disease diagnose expert system.(3) In order to shorten the case retrieval time and improve the efficiency of system operation, cases were classified by the similarity value of fish diseases cases, and advantages of the index case applied to the case-based reasoning process.(4) Detailed design process of fish diseases diagnosis. To improve the accuracy of user input, the system encoding used for tips on user input; system to identify users in the same state diagnosis phase of the different users; to identify cases of preservation of fish diseases experts threshold conditions would be consistent with the preservation of the case kept in the database as a basis for diagnosis.(5) Fish Disease Diagnosis platform system architecture was designed, the system software platform was configurationed, the module interface sending and receiving SMS text messages to the functionality was tested, Java language and the system Sqlserver database was used to development, function of users through the SMS platform do fish disease diagnosis was achieved, and fish disease diagnosis platform was tested by Fetion.As the result certified, the platform can reply to users in 20 seconds on average with a high accurate rate of 93.57% for diagnoses of 48 kinds of fresh-water-fish diseases in Tianjin area in China.
