China's higher vocational education is an important component of Higher Education. In recent years, as the process of rapid change of China's higher education from elite education to mass education, higher vocational education in China also accelerated the pace of education reform to meet the needs of rapid development for the community, in order to cultivate a new generation of qualified innovative high-quality skilled personnel. Computer Network Course is a vocational computer courses and computer-related professional courses a professional basal courses. Thanks to the strong of courses's theoretical and practical, most of higher vocational colleges are still teaching model used is based on traditional knowledge-based teaching methods and with the right amount of practical training, such teaching methods of students finds it difficult to cultivate high-level professional innovation and advanced ability of thinking. So we need to change the old concepts of education, teaching models and learning styles of students. The activities teaching emphasize the effect of activities in the role of human development, the best ways and means for students to participate actively in the activities. The basic of activities teaching is a active theory, student-centered, student's learning is under the guidance of teachers, with reasonable use of learning tools and learning resources, to completion of specific learning tasks. So as to enhance the students's cognitive abilities,professional capacity and all comprehensive ability to accord with the training objectives of higher vocational education.Through author's investigation and study, to analyze the current teaching status and existing problems of higher vocational education Computer Network Course. Author through an overview of activity theory and activity theory with vocational guidance, and the teaching design advantages of Computer Network Course, to build the model of instructional design of higher vocational education Computer Network Course. The core of higher vocational education Computer Network Course model of instructional design is the the center of students's learning activities, stressed that completed the construction of the main significance of the learning environment with a variety of factors in the phase action when students in the teachers designed the learning activities. In the activities, students use modern information technology, to complete the learning task through active, exploratory, and creative manner, at the same time they learning the computer network of both knowledge and the development of the innovative thinking ,and cultivate the professional skills of students.
