Emergency communication system cooperates with various communication network and technology means in order to guarantee expedite communication of the system under emergency circumstances, which has peculiar characteristics such as security, reliability, urgency etc. However, uncertainty of the emergency communication time and place, uncertainty of the communication ability and capacity, which enable its speed response and safety operation to be threaten. Monitoring system which can make it works rapidly and accurately is the protective system of emergency communication system. In monitoring system fault diagnosis is critical element, which can ensure expedite communication and accurate operation of the system. So this article does some fault diagnosis technology research for the links and software faults, so as to make a fast and accurate diagnosis and make a reliable guarantee for the whole system.This paper takes emergency communication system as the background, and does some research on the fault diagnosis technology. A fault diagnosis expert system model based on distributed layer multi-field monitoring model is presented, which includes two parts: the inner-field fault diagnosis model and the external-field one, avoiding the deficiency of traditional fault diagnosis model and fully distributed one. A learning mechanism based on case is presented which can make the expert system diagnose for the high frequent occurrence faults so that it can accelerate diagnosis velocity. A cooperation serving platform for external-field is designed to make adequately use of diagnosis resources and improve its capability. For the purpose of good independency and maintenance of the expert's knowledge base, a knowledge expression method based on the post produce and object is adopted.This article has implemented the expert system based on case, in contrast with the ordinary expert system without learning mechanism. Under the consistent diagnosis results, the former not only shortens fault diagnosis respond time but also improves the whole capability of the system. For the co-diagnosis of external-field fault, a simulated diagnosis is made, and the experiment shows that the expert system built is valid.
