Analysis And Design Of EMIS On Province Level

In the past few years, kinds of emergency events often occur which result in large injuries and deaths and property loss. Strenging on working up emergency events, making progress in management and reducing and avoiding the chance of occurring are becoming the most importantly tusk to government. It is most meaning to set up a message system to emergency management which goes on efficiently, whose function is completely.Collecting and researching concerned literature, this paper analyzes the scores of emergency management both at home and abroad. Through analyzing the characteristic of emergency management in accordance of the current situation of Shandong's construction to emergency management message system, it gives and analyzes the problems of Shandong's emergency management message system . According to need of emergency management work and the problems in existence, this paper analyzes the need of function of management message system and Proposes the tusk of it. This thesis makes the design for the frame and the modules decomposition of the entire Emergency Information Management System and provides the 5-levels frame for the Emergency Information Management System of Shandong Province using the modern management technique and information technique, such as process regroupment, decision support system, data warehouse and so on, aiming at the current informationization status of the emergency management in Shandong Province, the treatment requirement of emergency events and the target of this system, according to the requirement analysis of this system and based on SOA technique. At last, this thesis makes the analysis and design for the frame and the function in detail from the 5-levels, including user level, application level, application support level, data resource level and foundation support level, and provides the structure analysis, process design and interface design for some modules on the different aspects, such as the target of the system, the procedure of emergency management, the requirement analysis of the system and so on.The possible innovative point of this thesis is as following:A) This thesis provides the establishment target of the Emergency Information Management System considering the process requirement and the procedure of the emergency management in Shandong Province by making the analysis of the current status and the problems of the emergency information management in Shandong Province.B) This thesis provides the 5-levels frame of the Emergency Information Management System in Shandong Province using the module design method based on SOA technique.C) This thesis makes the design in detail for the Emergency Information Management System from 5 different levels using the modern technique, such as process regroupment, decision support system, data warehouse and so on.
