With the rapid development of the application of information technology, enterprises and institutions have set up IT systems. Because of the differences of the construction time and the requirements of resource are, however, the IT systems have lead to some big problems, such as the scattered of data sources, the heterogeneous database, the complexity of data interface, the variety of storage, the more requirement of operation flow, the lower data quality and resource management and so on. As a result, it is difficult for corporate decision-makers to master data timely and accurately, which will influence the decision-making and the data applications of enterprise. As a result, it is very necessary to establish a unified management platform in the internal of enterprise for the construction and development of the whole enterprise's information system.The paper presents a resources platform based on model of responsibility by using the model of accountability pattern to establish the system model. The resources platform will resolve those problems basely, such as the difference of data sources and formats and the redundancy data and the variety of operation flow and so on, and will reduce duplication of resources platform, improve data quality and system capability. First, the analysis and design of the base pattern of platform by using of the key technology of the pattern of the analysis ,system pattern based on accountability pattern; second, the building of the main module of MA(make accountability), responsibility inherit, data and operation integration based on the base pattern; Third, the realization of the function of resource access control, operation data synchronization and database update by using design pattern; the last, the finish of system by using the technology of JSF, Spring and Hibernate by using the platform of Eclipse.
