Information retrieval technology has been profoundly influencing our working, study and life. The proposal and development of semantic web is a new inspiration. Semantic Web is an extension of the current one, in which information is given well-defined meaning, better enabling computers and people to work in cooperation. Semantic retrieval based on conceptual matching is the combination of IR technology and artificial intelligence, and which can concern more about the query domain and pay more attention to the semantic relationships between query words and retrieval targets.Ontology has the good hierarchical structure of concepts and the support of logical reasoning, and semantic information can be realized through the semantic relationship of concepts. Ontology technology can be well applied to information retrieval. Ontology-based information retrieval is different from the traditional keyword search. Semantic Retrieval can be realized because Ontology knowledge base strengthens the intrinsic link of the concepts and the implied and unclear information can be deduced through logical reasoning.The paper primarily analyzes the deficiencies of traditional information retrieval. The paper introduces the background of semantic retrieval semantic web and concepts of Ontology. Through the research in aspects of traditional information retrieval's basic theory, technology and development, researched in the pivotal technologies of intelligent information retrieval model, combines the OWL into the semantic retrieval model, design the architecture of Ontology based domain resource retrieval system was proposed, and a retrieval algorithm was designed to describe the retrieval process and to make a proof of the retrieval system in the formalizing way.
