Accompanying with the progress of society and Information Technology, COTM (communications on the move) has arisen in people's growing demand for communication on the move via Satellite Networks. The technology of communication on the move via satellite networks, known as COTM, with the core of fast, stable, reliable servo control technology, is focusing on establishing a stable platform to ensure that the antenna on the motion carrier is always pointing the same direction. Currently, Servo control technology is one of hotspot as well as difficult spot in the application area of COTM technology.Based on the study of servo control subsystem of car carrying COTM via satellite networks, this paper makes a research on the overall design scheme, hardware design scheme, software design scheme of the antenna servo control system, as well as gives a detailed introduction to the design and implementation of the stability and tracking system. In the scheme of overall design, the system chooses position-pitching antenna turntable and required sensors to make sure the stability and the tracking methods of the system; about hardware design, this paper firstly proposes a basic idea of designing main control system and drive system separately, and then introduces the basic principles and compositions of the two systems for the selection of key devices, and analyses the control theory and algorithms of the amplified circuit module as well; about software design, thiscpaper introduces the function of software development platform and relative major modules in regarding Control software, and function of monitoring system about Monitoring software; about the design and implementation of the stability and tracking subsystem, it proposes to establish a bi-stable system and makes a detailed introduction to the application of fuzzy PED control algorithm in a stable system, which has been verified successfully during the test. In this tracking system, it separately introduces the principles of inertial navigation and monopulse tracking method; in addition, it introduces the advantages and disadvantages of them. Based on this, the system uses a mixed innovative tracking method which combined the inertial navigation with monopulse tracking to track satellite beacon, and this new method has been verified successfully during the test.By many experiments of environment and m racing bike, it shows that this system has superior dive performance, fast responding ability, reliable stability and high accuracy of tracking, which meet the requirement of design and satisfy the usage condition of tracking target satellite accurately under different conditions which ensure the proper functioning of satellite communication system. At last, next work strategies are given to the problems in system debugging and other works.
