With the development of the national economy, there is an urgent requirement to raise the level of substation automation. In the system of power automation, power communication plays an important role. At present, our power automation has some characteristics such as wide variety of communication networks, much different of application regulation. These characteristics result in large work of regulation exchanging and debugging and bring much inconvenience of power communication. Communication Server can exchange the regulation and adapt to a variety of communication media efficiently, economically and conveniently in automation station communication. It can meet the high real-time requirements and be the core of substation automation.This paper at first analyzed some domestic and foreign communication servers and then give a design based on Intel new generation nerwork processor IXP425 and real-time operation system Linux. The communication server have some characteristics such as low power consumption, small size, high reliability, high real-time and so on.The first part of this article introduced the overall solution of hardware, serial port and net port expansion, interface circuit design and so on with the actual situation of the specific chip and the requirments of communication server. Then spent two chapters to introduce the underlying software development, including Redboot, Snapger Linux, Linux environment and driver program. The finally part introduced the test program based on the board which has finished the hardware and underlying software completely. The test program can test the works we did before and prepare to write the application program.
