Nowadays, computer network technology and database technology has already developed more and more mature. And the long-distance education which goes with it, especially Web-Based Instruction which is the core of long-distance education has become one of the hot points gradually. The campus network construction of the universities in China has the initial scale. The Web-Based examination is used very widely,but because of the reformation of the education we begin to carry out survey and analyze the status of the Web-Based Instruction in China. We found that there are so many disadvantages among the item banks used by the universities in China. The most typical defect is that the item bank is still limited to the superficial form of the traditional simple answer-question test. They lack a scientific theory of educational measurement as a guide, which leads to the exam based on the item bank like that can not estimate the students objectively and correctly,either achieve the aims of education which can not meet the test the real purpose.First of all, the article focused on the content of the classical theory of educational measurement and make it be theoretical basis of the item bank system based on the web. The role of educational measurement theory in the examination is that it mainly reflect the quality of the examination and evaluation of quantitative statistics, which means that to use the educational measurement principles and methods to analyze and evalue the results of examination scientifically and feedback to teachers the useful information in time, so that, teachers can grasp the whether the students have learned the knowledge well and adjust teaching and examinations according to that. This article introduce the classical theory of educational measurement into the Web-based item bank system, so that we can not only retained the great advantage of the web on which the item bank bases on, but also improve the building of the item bank scientific. It will feature more diversify and practical. At the same time the examination itself have also been optimized, the examination means become more intelligent and efficient, which is also very important to the reform of teaching methods.Secondly, the article describes the development of item bank and introduce all kinds of item bank especially web-based one in detail, and make a comprehensive evaluation to the building of the web-based item bank. Then, the article introduces the background and significance of the subject and raise the problems and solutions, introduces complete develop process of the web-based item bank system including system design, the technology and tools system used and so on. It also describes system requirement analysis, system implementation in detail.Finally, the article divides the system into two first-level modules such as teachers and students according to the system flow and six second-level modules such as item management, paper management, user management, database management, online-test, performance management according to functions of the system. And describe the design and implementation of each module in detail. The author developed the system in Windows environment by using JSP, Servlet technology and SQL Server2000 database technology, and then tested and verified the system.The article based on the actual requirement of the University Web-Based Instruction. After the study of classic education measurement theory, the article raises the theory of optimization on which the item bank bases, and make a comprehensive evaluation of the developing. Then the author completed the system which has user management, paper management, item management, online test, database management, performance management and other functions. This system bases on classical education measurement theory and use the methods of the theory as the guide to design the functions of the system. The system can collect the results of the exams and process them scientifically then feedbacks the statistical analysis in very time to the teachers. This system not only meets the basic requirements of teaching and testing in current University website, but also improve the quality of teaching the examination to achieve the purpose of sharing of teaching resources, saving the cost of teaching, stimulating the interest of the students and improving teaching methods.
