Since the appearance of the technology of hyper-spectral remote sensing, professionals at home and abroad have paid close attention to it broadly because of its high resolution. As one kinds of the forward position technology for remote sensing, hyper-spectral remote sensing has got conspicuous achievements and demonstrated its unique advantages in the fields of geology, agriculture and forestry, ocean, atmosphere etc, whose data amount accumulation is becoming gradually richer and richer. With the quantitative trends in the development of remote sensing, many fields are increasingly pressing for the creation of a database system to store spectrum data, whose function is strong and is easy-to-use. Meanwhile, an object corresponds to several attributes and some other data, as well as the complex relationship, all those result in the difference of creation to the database from the traditional database.On the basis of summarizing the results of forerunners, this paper reviews the status of current spectral databases and the situation in application, elaborates on the basic theories, such as the characteristics of the electromagnetic spectrum and the spectral of the features, the principles of component technology and its evolution, also including the method of the redevelopment of the component GIS. The paper has analyzed the advantages and disadvantages of the component GIS, introduced a ComGIS software tool—Mapinfo MapX, studied the ways to get spectral data and the design and implementation of a database management system for the typical spectral features. Finally, it has realized the GIS module, and discussed some key technologies.Depending on the study of the ComGIS and database, the author has developed the system based on component technologies, designed the system structure, system functions, user interface. With Visual Basic6.0, ComGIS tool—Mapinfo MapX, SQL Server2000 and Windows XP server, the author constructed the integrated development environment, programmed the detailed codes, realized function modules like layer control, show control, feature editor, map zoom in, zoom out, pan, layer entirely and so on.
