In order to improve the ability of countering electronic-jamming and searching and tracking the target, modern anti-ship terminal guidance radar usually adopts the active-passive multi-mode compound guidance mode. This paper mainly introduces the functions of the passive operation mode, system composition, and implementation of some part in combination with the requirement of some terminal guidance radar. Further more, several problems in realization are discussed.Firstly, this paper introduces the design of terminal guidance radar signal processor, the realization of the hardware system for this processor and the method of signal processing. And then, the basic principle of the passive operation mode is discussed, and the work environment, the characteristic of sea clutter and the definition of signal parameter of terminal guidance radar is analyzed. Finally, particular study are made on how to implement the method in engineering, the study includes that the design of modules such as signal-sampling module, target-detecting module, pulse width discrimination module, and pulse-parameter-measuring module. Meanwhile, according to the result of logic synthesis and timing simulation based on FPGA, the validity and the feasibility of the passive operation mode of this processor are verified.
