The increase of city population not only promoted economical progress, but also accumulated the risks. In recent years, lots of public security events happened frequently, such as SARS, hurricane, tsunami, birds flu, terroristic activities, security accidents of manufacture and mass food poisoning, etc, which made heavy losses on people's life and the property, and affected the development of both economy and society badly. Especially for those big cities which have dense people, highly developed economy and numerous high-rises, it would have terrible consequences once the disasters happen. The frequent occurrence of public security events had warned the world and received much attention from every government.From 1960s, many countries have established the City Emergency Response and command System successively. This system has played an important role in the aspects of disaster decrease and prevention, emergency management and restorations. Right after the videophone meeting of Social Emergency Response Work held by State Council in 1998, cities at all levels carried out several response systems respectively under the direction of central government.This thesis related with the actuality and the development of City Emergency Response System in the city of C, based on the theories of information management, administration management, cooperation management and marketing management to make quantitative research and systems analysis. Firstly, it introduces the background of City Emergency Response and command System and the developments of researches both at home and abroad; Secondly, it analyzed the present emergency response system in city C; Thirdly, it proposed the specific ideas of constructing the emergency response system in C city; Fourthly, this paper gives the way of constructing through some crucial techniques such as communication technique, supervise and control, and the image transmission system, counterplan decisive System and mobile commanding system.; Finally, it lists out the problems which should be pay attention to during the establishment of city emergency response system in C city.
