When the multimedia courseware serves for teaching and learning, the quality of its superior characteristics will be reflected on the learners and benefit the learners. It is the basic thinking of the evaluation of learning-based multimedia courseware in this paper. The achievements on evaluation of multimedia courseware are rich, but the issues focus on learning-based ones are very rare. This article will try to make targeted on it, which is hoped to make prominent researches on learning-based multimedia courseware on the basis of current research results.This article explained the necessity and meaning of the argument, and carried on the essential analysis on the present situation of domestic and foreign multimedia courseware evaluation. By the typical analysis and appraise, we defined the subjects and research directions, as well as the mentioned main concepts. We studied the characteristics of the multimedia courseware, namely characteristics of suitable for teaching and learning, technical, artistic and operational characteristics. Then we analyzed the function of the multimedia courseware, namely teaching function, self-learning function, resource sharing function, optimized study ecology function. And we proposed four appraisal principles, namely scientific principle, complete principle, measureable principle, feasibility principle. We also proposed the evaluation criteria and the target, namely educational standard and target, technical standard and target, artistic standard and target, usable standard and target, and made essential analysis on their connotation and significance. We also tried constructing the evaluation system focus on learning-based multimedia courseware. This system has four evaluation criteria, and totally forty targets, thus provided the operational basis on the research, manufacture, screening and use of the learning-based multimedia courseware.
