In recent years, due to natural or man-made causes, the number of emergencies has increased greatly. It has not only caused great losses to the human society, but also made the emergency management of a hot issue.Emergency management is an open and complicated system. At present, the study on emergency management, on the one hand, focus on emergency management system and mechanism in the macroscopic field, which explores how to establish a unified emergency management system based on system security and emergency system. On the other hand, focus on the methods of solving problems, the model and computer system of emergency management aiming at resource management, personnel evacuation, preparation of emergency plans, online decision support, and other issues in different field of micro-technology to achieve the effective integration of resources and coordination between the departments in the process of emergency response from a technical level so as to support the decision-making better. So far, scholars at home and abroad have done a great deal of research work based on the above two areas. However, the research of both has the problem. First, these two researches has locality and conducts the research in view of some kind of unexpected event. Second, the study about the development and evolution of the unexpected event is still inadequate. In addition, the existing research lacks the studying about the related knowledge in the process of the evolution of emergency from the perspective of knowledge.To resolve the above-mentioned problem, this paper extracts the common elements of unexpected event, and establishes unexpected event ontology model,unexpected event meta-model and event chain model from the semantic level using system approach. The model reveals evolution patterns of the unexpected event and the event chain structure formation mechanism, realizes commonality abstraction about evolution of unexpected event chain. At the same time, this model not only can describe laws and regulations, emergency plans, literature, as well as a variety of expertise knowledge. But also meet the knowledge needs in the process of the emergency management in order to provide a theoretical basis for taking more effective measures when dealing with emergencies. At last, a navigation model is given to provide adaptive knowledge navigation for emergency managers.
