17th CPC National Congress propose that every citizen access to basic medical andhealth services, this goal will be achieved step by step, which can raise the level of nationalhealth. At present, the medical and health care in urban and rural of China develop unevenly,allocation of resources is unreasonable, Public health work, including rural and communitymedical and health work is relatively weak. Therefore the relationship between doctors andpatients appear to prominent contradictions. It is difficult for peasants to see a doctor, to findexperts, to be in hospital, to have an operation, and so on. Sick people are unable to obtaintimely medical treatment, and even some lead to death. Early Warning System of DiseaseSurveillance can resolved this series of issues. It achieve real-time monitoring and earlywarning of major diseases, it also solve the difficult to see a doctor and the problem ofexpensive medical treatment. This system helps to build a harmonious relationship betweendoctors and patients. Further more, it narrow the gap of the medical and health servicesbetween urban and rural areas, between regions, between people of different income. EarlyWarning System of Disease Surveillance contributes to the treatment and prevention ofdiseases and improves the health of the whole nation.In 2002, Jilin University implements the planning of Talent Health Project and set up aTalent Health Project committee of Jilin University. Jilin University Innovation Fund Projectnamed," Based on university hospital information management system, early warning systemof disease analyze for high-risk groups of senior intellectual"is completed in 2003. Thesecond phase of construction has carried out at six campus hospitals of Jilin University in2004. The distributed file storage technology can be successful used for community resident'shealth record information. On that basis, the standard of Jilin University faculty healthdatabase is formed. In 2006, the third phase of consultation has achieved the online remoteconsultation system, early warning of disease surveillance system, disease intelligentdiagnosis system, and statistical decision- analysis system for sudden epidemic disease. A large and efficient information modern medicine management platform is accomplished.In 2007, supported by "Jin Nong Project" of the Rural Information Center of AgricultureCommission of Jilin Province, the Chaoyang campus hospital of Jilin University set up theJilin University Scheduling Center of teleconsultation and Consultation Center, At the sametime, the data center and the management center for the teleconsultation had been establishedat the Rural Information Centers of Agriculture Commission of Jilin Province, Asconsultation experts, well-known professors from First Hospital of Jilin University, SecondHospital of Jilin University and Third Hospital of Jilin University were employed. At present,the following hospitals are using the long-distance diagnosis system: the township-levellong-distance diagnosis centers at Wulanhua Center Hospital of Tongyu County Jilin Province,the county-level remote consultation center at Red Hospital of Taonan city Jilin Province, thetownship-level long-distance diagnosis centers at the Health Service Center in YunshanCommunity of Shuangyang District of Changchun city Jilin Province, township-levellong-distance diagnosis center at Hexin hospital of Luyan District of Changchun city JilinProvince. These different levels of consultation centers have conducted a number oflong-distance consultations with the Consultation Center of Chaoyang campus Hospital ofJilin University,which can also solve the problems about difficult for some farmers to see adoctor and pay the expensive medical expenses, and moreover, which has been welcomed bycommunity residents and farmers.The main components of early warning system of disease surveillance are as the follows.1,Remote Consultation SystemThrough visual remote consultation system, people can choose to seek medical treatment.Without making farmers out of the township and the residents getting out of the community,farmers and the residents can be treated by medical experts from provincial capital, aftervisual consultation of doctors, according to the consultation results, there are severalconditions to deal with as follows. (1) They receive treatment, if local hospital can treat. (2) Ifthey need further examination, and can not check at the local hospitals, they can directly makean appointment to large hospitals for examination. (3) If local hospitals can not treat it, theyalso can make an appointment to be hospitalization in large hospitals. In this way, the massesare no longer to queue up for registration, for being hospitalized, and worry about looking formedical experts, which alleviate the economic pressure for the masses ,meantime that also solve the problem about difficult to see a doctor and expensive medical expenses. At the sametime, the advanced medical level of major hospitals in provincial capital switch to countylevel hospitals and township hospitals, community hospitals, village health rooms, whichimprove the overall level of medical technology of our province and resolve the issue that themedical resources are unreasonable distributed.2,Standardization of Health Records SystemHospital information systems are often gradual build from more than one product. Thestructure of the system differ greatly each other in different technical levels and differenttimes. The systems are difficult to share information. In order to resolve the difficulty ofmedical data sharing between systems, the Health Records System adopts internationalstandards for medical health information exchange (Health Level 7) as medical datatransmission standards between different medical information systems. That will improveinformation-sharing level between the hospital information systems. In data communications,the system uses two levels of medical data exchange applications. The first level is theapplication of the medical data exchanges which carry out of existing information processing,and deal with the existing information, but "exchange" the information and medical data existin the existing system. The second level is the medical data communications based on theintegration between different medical systems, the aim is to achieve seamless connectionsbetween different systems and carry out data communication and medical data exchangeapplications.Based on the above two levels of medical data exchange, there are also two wayscorresponding HL7-based medical data exchange. One is "HL7 Engine" mode, the main aimis to enable users to run the original medical system which is in use and can not replace withHL7 communications capabilities. The other is the "HL7 Ready" mode, it is in the entiresystem, all terminals for applications has designed and processed the HL7 interface protocol,and every terminals should be able to receive and process HL7 messages and carry out relatedprocessing. In theory, it can be achieved to operate in real-time interaction between medicalsystem and system; you can initiatively obtain information each other which can be providedat "when necessary ".3,Medical Image Data Compression and Transmission SystemThis system uses the standards of DICOM (digital imaging and communications in medicine, medical digital imaging transmission) to achieve the completely interconnectionand interoperation of the images between different medical imaging systems and equipments.By studying the mechanism of exchange information between Hospital information systemand PACS, and the process of DICOM communication and computer encoding of DICOM,We realize the online DICOM video compression by programming, and the Web browserthrough the way of medical data flow, and we also achieved the DICOM images in thelong-distance diagnosis system can be transmitted and browsed inWeb environment.As an important platform for increasing the level of people's health, the early warningsystem of disease surveillance is an important measure to improve people's quality of life, andit is for all to access to basic health care services, it is a good way to solving medicalproblems and expensive medical treatment. It is also the best way to narrow the medical andhealth gap between urban-rural, regions and different income groups. It is the best solution torural medical services, a lower level of medical prevention and treatment and the lack of staff.The full scale implementation of the system will play an active role in the effective for ourprovince's economic construction, the building of a harmonious society and raising the levelof national health. This project has put into operation in the "JinNong Project" trial units, atthe same time has been fully implemented in Jilin Province.
