Under electronic government affair circumstance, task is always executed by users, posts or roles. And in the complex government affair information system, users and posts face more than one management information system, there are different demand and execution for each subsystem. So, it must result in a redundant or repetition resource assignment and a heavy work load, if assignments between each post or users and roles are not constrained by any condition. Furthermore, task is not executed singly but many sub-tasks are alternately done one by one alternately, there are logical relations among them. As things are, the architectures of access control concern less about making sure execution process being logical and constrained.Recent years, it rises a new subject Emergency Management. Those that economic globalization and internationalization bring lots of negative affection. Having a sudden disaster or public event make citizens lost both mind and possession. How to handle them effectively in a new condition is an important problem which has to be solved by government.Authorization system must be associated with organization management system and business system to have a great effect. Therefore, it raises a model based business and gradation role. Then the notion of post and authorization-operation are logically abstracted. And it discusses maintain of roles and authorization-operation, association with organization management system and business system. In the end, it shows a simple method to accomplish the model above with emergency field context.
