As a service system to improve market competitive strength, the complexity, polytropy and reliability of service requirement of Mobile Integrated Service Commission Settlement System (MISCSS) require the system designer to adopt mature software development technology.We firstly investigate software development methods on software engineering and adopt both rapid-prototype method and XP-development method for our system's development. In system's framework, after study we think it's better to use B/S, C/S and F/S together in our software under .Net framework. Based on the features of various databases and their development tools, we use text files for rapid import and export to increase efficiency for large batches of data, use PB9.0's strong window technique of SYBASE to develop background system, use VB.Net's advanced software platform to develop foreground system, use Excel's auto-macro technique to produce massive report forms and graphs, use VFP's macro-interpretation and WIN-SOCKET technique to solve rule interpretation problem, use local compute technique by establishing local server alone to solve the problem of computing speed, use WEB-SERVICES to solve the problem between different systems' interfaces. We also give most key details of the methods above.MISCSS consists of three sub-systems: background maintain and management, commission settlement and report forms' production, web information's issue and inquiry. We describe its technique, application background and our basic aim at first. Based on the requirement of software engineering, we process feasibility analysis, requirement analysis, preliminary design, detailed design , test and system's implementation. Particularly, we discuss the whole process of the system's development in details from the angle of technique.Finally, we briefly talked about some further work.
