Mobile satellite communications, the integration of satellite communications and mobile communications, has the combined advantage of them. It also became the key technology of military and civil communications. Low earth orbit satellite system is suitable for national defense, military and government use. But there is little published material about the electric wave propagation characteristic. So the research about the propagation and other characteristic of low earth orbit will gain further signification.This thesis first gives theoretical analysis of mobile satellite communication channel characteristics, and sums up the characteristic of satellite communications, including the calculation and discussion of mobile satellite communication channel attenuation, frequency shift and interference factors. The probability distributing model of the channel is also introduced.Secondly, according to mobile satellite communication channel characteristics and technical indicators domestic and abroad, the thesis has analyses tests of the entire process of details and the different between the testing programs. After that the advantages and disadvantages is evaluated. Then the thesis determines that the low earth orbit satellite mobile communication measurement is the key to understanding the low earth orbit characteristics. The experience of analysis predecessors in the actual measurement of gain and loss can be basic for conducting the tests in the future.Finally, the thesis introduces the Mobile Satellite Channel measurement scheme design. First, the requirement of parameter and circumstance is given, and the combination of the measurement system is designed. Then, the detail method of the factual test is described particularly. Finally, the measurements of signal electric field intensity,decay time, Doppler shifting and cluster delay which have significant effect on electrical wave propagation and channel characteristic are determined to use crossover measurement. The entire measurement progressing is shown in the thesis. The research establishes a complete advance study of a factual measurement.
