In China the development of the e-commerce has experienced EDI stage, "three gold project" stage and the Internet development stage, and the model has gradually changed from the user-oriented B2C model to the business-oriented B2B model. At the same time the increased number of the computers, the Internet users and the sites, as well as the improved environment for e-commerce, have provided the possibility and guarantee for the rapid development of e-commerce in China. During development, China has encountered the greater difficulties than the other countries, but generally speaking, the rise of e-commerce brings more challenges than opportunities for China. As the rapid development of our economics and as the gradual improvement of the investment environments and the national policies and regulations, the SME (medium and small enterprise)-oriented e-commerce environment has been basically formed. And one SME-oriented e-commerce with China's characteristics is coming, which is daily more mature, fully protected, harmonious developing with a benign circulation.At present, the SME-oriented business activities in China face two major problems. One is that the business information is occlusive, which can not flow glibly. Another problem is that the dealing is fussy, because the cost is too high and it may have high risks. To address these issues, after analyzing the SME-oriented e-commerce system detailedly and systemically, the paper starts from analyzing the system requirements, taking Rational Unified Process (RUP) as software development method and Unified Modeling Language (UML) as descriptive language, using J2EE technology platform to complete the architectonic design and detailed design of the system, and ultimately advances an inter-regional and cross-platform SME-oriented e-commerce system, which includes three subsystems: information display, background management and business center. The system can implement information release, trade negotiation, contract negotiation, underwriting and tracing, orders underwriting and other business processes between enterprises. Through real-time interaction, the information can transfer timely, so that it can meet the developing requirements for SME-oriented e-commerce.This paper firstly analyzes the development background and significance of the system, analyzes the status and outlook of the B2B e-commerce and briefly describes the major problems of the system. Then it provides a summary description of the overall situation and detailedly describes the requirements analysis and architectonic design of the system. Thirdly, it highlights the detailed design and implementation of some representative examples, explains the system's security strategy and puts forward one detailed security plan. Finally, the paper describes the implementation of some functions for the system.Presently the system is mainly used in domestic SMEs, and it will extend to all levels of enterprises with the following development of the system.
