The applications of embedded system are widespread in science, industry, military technology and other various fields, and it will be more and more popular. ARM architecture is the most popular and the most perspective in embedded system. Windows CE, product of Microsoft, is one of popular embedded OS, which contains lots of merit produced by Microsoft.ARM+Windows CE is a strong stream of embedded system development.Research and Development embedded system is the main target of this project, and our goal is to develop a kind of embedded industry computer which is based on ARM. After careful research and selection, we consider S3c2410 MCU to be the core and Windows CE to be the embedded OS, and plan to develop the base board plus the core board architecture, also including two Ethernet interfaces and eight UARTS.The paper records the whole development process, from hardware selection, system design, circuit design, PCB design to embedded OS selection, Windows CE customezing, Eboot and drivers development and system debug. From the view of author, the coverage of this issue is broad, but the essence and the key points are still outstanding, especially the part of Windows CE.At last there is a conclusion of the whole.
