Software testing is a key technology in software quality assurance. During the development process of a software system and after the completion of it, How to check the reliability of a system, and how to meet the predefined targets are becoming a problem which is concerned about by many people.Subject to the application of GFMIS ( Government fiscal management information system ) for the background, through research the overall structure of system and functions of different parts and them of interrelated on error-prone areas, in an orderly manner through the test, find its weaknesses and deficiencies, and promote the improvement of software. First study of GFMIS to the needs and the technical framework for SOA. Further used SOA the knowledge has conducted the deep research for the GFMIS overall construction and various part of components, therefore had the omni-directional understanding to software's whole and various part. Finally, more research and study, the software module part of a functional test design and implementation.
