The Organizational Structure Evolution Of Chinese Urban Public Library, Based On The Extension Of Functions And Service

The function is the reason for existence and development of urban public library, the service is the external manifestation of urban public library function, and the organization structure is the internal guarantee for the function and service. The impetus for functions and services evolving are the changes of Chinese urban public library environment,and the impetus for the reform of organizational structure are the extension of functions and services.This paper based on the relations among the functions,services and organizational structure.First of all,we cut the history of Chinese urban public library into four stages: infancy, growing,developing and now.Then we selected some urban public libraries in each stage,and analysed the function,service and organizational structure of these libraries. Then we compared functions and services evolution of these four stages, and summed up the characteristics of the evolution of the organizational structure.As a result,we found that the impetus for the reform of organizational structure were extension of functions and services,and some other evolution of organizational forms, organizational models, and management scope and specific sector settings.According to this law, we analysed the status of organizational structure of Chinese urban public library,and found that the majority of the urban public libraries just improved the organizational structure, still maintaining the traditional pyramid organizational structure model.This model could not meet the needs of the development of functions and service.So Chinese urban public libraries must actively reform the organizational structure. We summarized several organizational restructuring model for reference. Finally the author also present a new model of the organizational structure - Customer service organization structure model.The innovations of the paper include systematically reviewing the functions, services and organizational structure evolution history, summing up the characteristics of the evolution of the organizational structure, and proposing a new organizational structure model according to the evolution and the status of the organizational structure.
