The construction for the National Work Safety Information System (NWSIS) contributes to enhancing the information level, realizing the informationization of the supervision and management for the work safety and executing the law for the coal mining, forcing the development of the supervision and management more scientifically. The NWSIS provides the support of the modern informationization to radically improve the product situation. This paper briefly introduces the background of the first construction project of NWSIS, and the overall structure of the system requirements, then gives the development scheme based on J2EE hierarchical structure, and highlights the hazardous chemicals regulation subsystem design and implementation.As a part of the system for management and administration, the subsystem of supervising and managing hazardous chemicals is very important to the first construction item of NWSIS. The subsystem realizes two function: data exchange on the network, cooperated with safety departments at all levels management of special information, such as enterprise information, hazardous chemicals' information, and information for business license applications and construction projects. The subsystem is divided into four parts: management of hazardous chemicals, management of hazardous chemicals enterprises, management of hazardous chemicals business license and construction project management. The paper analyzes business processes for each module, picks up data models based on the basic principles of database design, and accomplishes the software model design with UML language. In the paper, the development process grounded on the basis of China National Software& Service Company Limited (CSS) SWORD platform and CSS SWORD workflow platform, follows J2EE standard, and implements main functions of the subsystem. Presently, the subsystem has worked for test, and operates well.Finally, the paper briefly summarizes the work and projects in the prospects are described.
